I put 14g wire w/heavy connectors on the blower motor after it was bolted in and put that straight to the battery, it takes off and works perfectly. But the plug with as much as 12.84v on it does not turn the motor.

Check the blower motor resistor under the glove box. Mine has the same issue and the guys here told me to pull the resistor and if it is cracked or brown it is bad. The resistor is easy to get to.
